The Russian Federation The Russian Federation is set up by the Constitution of 1993 after the collapse of the Soviet Union. According to the Constitution Russia is a Presidential Republic. The President is elected for four years and is the heard of the State. The President is the Supreme Commander-in-Chief; he makes treaties, enforces lows and appoints ministers. The Federal Government consists of three branches: legislative, executive and judicial. All of them are checked by the President. The legislative power is represented by the Federal Assembly. It consists of two chambers. The Upper Chamber is the Council of Federation; the Lower Chamber is the State Duma . The executive power belongs to the Government, which is headed by the Prime Minister. The judicial branch is represented by the Constitutional Court, the Supreme Court and regional courts. The National Flag The National Flag of the Russian Federation is an official state symbol, whose description is established by law. It is a symbol of sovereignty of the state. The National Flag of the Russian Federation is a rectangular cloth of three equal horizontal stripes: the uppermost is white, the middle is blue and the bottom is red. The white stripe symbolizes the earth, the blue one – the sky, and the red one symbolizes liberty. BEREZINA N. P.

The National Anthem of Russia The National Anthem is one of the official state symbols of the Russian Federation. The lyrics and music of the national anthem create a ceremonial composition intended as a symbol of state unity. The Anthem’s words reflect feelings of patriotism and respect for the country’s history and its system of government. When the National Anthem is performed at official occasions, the audience is expected to stand and men must remove their hats. The new National Anthem of the Russian Federation was first officially performed on December 30, 2000, at a state reception in the Great Kremlin Palace. The National Anthem of Russia is created by A. The National Emblem The State Seal of the Russian Federation is an official state symbol and the state’s official emblem. The State Seal of the Russian Federation is a rectangular red heraldic shield. The shield is adorned with a golden double-headed eagle spreading its wings upward. The eagle is crowned with two small crowns and, above them, a large crown, all three joined together by a ribbon. BEREZINA N. P.

The President The President shall be the head of state and the guarantor of the Constitution and of civil and human rights and liberties. He shall take measures to protect the sovereignty of the Russian Federation, its independence and integrity, and to ensure the concerted functioning and interaction of all bodies of state power. The President shall define the basic domestic policy guidelines of the state. The President shall define the basic foreign policy guidelines of the state. The President shall be the Commander-in-Chief of the Armed Forces. The Standard of the President of the Russian Federation The Standard (Flag) of the President of the Russian Federation is a square cloth with three equal horizontal stripes: the uppermost is white, the middle is blue and the bottom is red. In the centre there is a golden version of the State Seal of the Russian Federation. The cloth is gold-fringed. Attached to the flagpole is a silver cramp-iron engraved with the President’s surname, first name and patronymic and the dates of his term in office. BEREZINA N. P.

The Presidential Emblem The presidential Emblem consists of the Emblem itself and its chain. The gold Emblem bears a cross with four equal arms that widen at the ends. The front of the cross is coated with ruby enamel and is trimmed with a narrow raised welt. The State Seal is superimposed on the centre of the cross. The Emblem’s chain is made of gold, silver and enamel and consists of 17 links. BEREZINA N. P.

The Special Copy of the Russian Constitution As part of the inauguration procedure, the President takes an oath on a special copy of the Constitution of the Russian Federation. This special copy of the Constitution, together with the Presidential Standard and the Presidential Emblem, are handed to the newly elected head of state at the inauguration ceremony. The special copy of the Russian Constitution is kept in the Library in the President’s residence at the Moscow Kremlin. BEREZINA N. P.
