Basic law

A constitution may be defined as the system of fundamental principles according to 1) _____. A good example of a written constitution is the Constitution of the United States, formed in 1787.

The Constitution sets up a federal system with a strong central government. Each state preserves its own independence by reserving to itself certain well-defined powers such as education, taxes and finance, internal communications, etc. The powers 2) _____ are those dealing with national defence, foreign policy, the control of international trade, etc.

Under the Constitution power is also divided among the three branches of the national government. The First Article provides for the establishment of the legislative body, Congress, and defines its powers. The second does the same for the executive branch, the President, and the Third Article provides for the system of federal courts.

Four people are discussing the events of the previous day.

Arnie: Three more coffees, please, Sam.

Sam: Coming right up.

Joanne: Did you hear what happened at the parking lot near here yesterday?

Chuck: No, what?

Joanne: Apparently a woman had been shopping and when she went back to the parking lot she saw four men in her car. So she took a gun out of her purse and threatened to shoot them.

Arnie: Whoa! What did they do?

Joanne: Well, they got out of the car and just ran away. But then - get this - when the woman got into the car she realised it wasn't hers. Her car looked identical, but it was parked nearby.

Chuck: So what happened next?

Joanne: Well, of course she was horrified at what she'd done so she went to the police department to explain.

Chuck: Well, that's something, I guess.

Joanne: Yes, and when she arrived, the four men were there, complaining about this crazy woman who'd threatened to shoot them.

Arnie: So, she hasn't been charged with anything, has she?

Joanne: No. No one was hurt, and she had a licence for the gun. But if the woman had shot the men, she'd have been in serious trouble.

Arnie: That's ridiculous. If the men hadn't run away, she could have killed them.

Chuck: Yes, but no one was hurt. That's really not the point. The point is there are just too many people carrying guns these days.
