Born on September 17, 1923 in the city Budyonny (now the city of Baruch Belgorod region). From 1930 he lived in the city of Lipetsk. In 1940 he finished 10 classes of schools and Lipetsk flying club. Worked as a physical education instructor at the Novolipetsk metallurgical plant.

In the army from November 1940. In 1942 graduated from Balashov military aviation school of pilots. In 1942-1943 - pilot 5th reserve aviation regiment (in the city of Kuibyshev).

Participant of the great Patriotic war in may 1943 - March 1945 - pilot, flight commander, the Deputy commander and commander of a squadron of 624 assault aviation regiment. Fought at the Bryansk, 2nd and 1st Baltic, the 3rd Belarusian and 1st Ukrainian fronts. Participated in Orel, Vitebsk, Orsha, Sandomierz-Silesia and lower Silesia operations. Just made 125 sorties on the Il-2 attack manpower and materiel of the enemy.

For courage and heroism shown in fights, by the decree of the Presidium of the Supreme Soviet of the USSR dated June 27, 1945, Lieutenant Markina Vyacheslav Vitalyevich was awarded the title Hero of the Soviet Union with the order of Lenin and medal «gold Star».
