The total length of the Russian borders is 60,932 km . Of these, 22,125 km are land borders (including 7616 km along rivers and lakes ). The length of Russia's Maritime borders is 38,807 km . It is washed by the waters of 3 oceans and 12 seas.

The Navy of the USSR developed as a single complex, in 60-80for years, the sea transport system of the Soviet Union had 70 sea trade ports and 40 trade points. All of them participated in cargo transshipment and were an important link between the Navy and other modes of transport in the Country .

In 1992, the Department of Maritime transport was created as part of the Ministry of transport of ussia and the process of converting shipping companies into joint-stock companies began .The larges Transport holding was Sovcomflot , which has a controlling stake in the state.
