Part 1
Achievements of the Industrial District as a contribution to social, economical and cultural development of the city of Barnaul.
35 years ago, on the 5th of April in 1978, the Presidium of the Supreme Soviet of the Russian Soviet Federative Socialist Republic formed the Industrial district of the city of Barnaul.
In the middle of 70's in the city there was the fast development of Vlasihinsky industrial centre which belonged to the Leninsky district. About 10 of the largest companies were located in this district: there was a factory panel construction, a synthetic fiber factory, a brewery. It was an industrial district, separated from the residential district. Earlier the region Sulima belonged to the Leninsky district.
Barnaul’s city executive committee indicated the boundaries of the new district by separating residential areas from the Railway and Leninsky districts. Because there were strong industrial bases, building industry’s companies, it was called "Industrial".
The emblem of the Industrial district is a graphical form consisting of 3 parts. The upper part is the name of the district, it is blue. The green leaf, symbolizing the ecological purity and youth district is displayed on the bottom of stylized light blue letter "I“.
At that time the district was represented by 116 companies and organizations with around 42,000 people, "Khimvolokno", "Crystal", "Barnaulstroy" were the largest.
In 1978 in the district there were 87,000 square meters, 51,300 people, 84 multi-storeyed buildings. Schools № 81, № 50, № 84, № 88, № 89 were the first.
In those days, people did not want to change their place of residence in this district. Almost nobody wanted to get an apartment here. The city was linked with Sulima only by buses which went into Vlasikha and airport. Thousands of people got to work in the district by public transport. Plans were great. It was necessary to build clinics, pharmacies, shops and etc.
The district was being developed, squares and parks, new streets: Shumakov street, Baltic street and others have appeared at that time. Thanks to its residents, the district has been built, and was becoming one of the most beautiful and prestigious areas of the city.
1.2. The Industrial district nowadays
Nowadays the Industrial district is bordered by Pavlovsky and Kalmansky areas of the Altay, as well as the Railway, Leninsky and Central districts of Barnaul. Villages in the district are Novomihaylovka, Suburban, Forest and Vlasikha . In the district flowing tributary of the Ob River it’s name is river the Vlasikha.
There are 39 microregions, 323 streets, side-streets here. The main streets of the district are Popov street, Malakhov street, Georgiev street, Anton Petrov street and Pavlovsky tract that connects the roads: Barnaul - Kamen-na-Obi- Novosibirsk and Pavlovsk – Rebrikha - Bukanskoe. The square of the district is 12.9 thousand ha. "Green" territory district - park "Forest Fairy Tale" and Mizyulinskaya grove are used by the population for mass cultural events and recreation.
Here live more than 183 thousand people, there are more than 540 multi-storeyed buildings, 22 schools, 31 kindergartens, 8 additional educations, 5 libraries, 3 stadiums, 9 swimming pools, 4 ski resorts, 2 summer camps, 133 gyms, 3 parks, a zoo.
The infrastructure of the district has objects of the hotel complex, travel agencies. The most popular places of tourism and recreation are the international airport named after G.S. Titov , Barnaul’s zoo, a farm for breeding birds, the Ethnographic Museum - workshop "Harmony", a water park.
The infrastructure of physical culture and sports district includes a complex consisting of 141 institutions, representing 19 % of the total number of sports objects of the city. For the last 3 years have been built seven new sports clubs with a lot of sports services, 3 football fields with modern synthetic floor covering. According to the target program "Barnaul sports" were remodeled 2 school stadiums. Implementation of measures under the program "Development of physical culture and sports in Barnaul in 2010 - 2014" allowed the development of a profile in 45 kinds of sports.
So, there are 22 manufacturing industries, 4 agricultural enterprises and 29 enterprises of trade, transport and communications . The basis of the economy of the district is the industry in which over 56 % is food production and processing. The availability of agricultural land allows us to develop the agricultural sector, which is represented by companies and farmers who are engaged in vegetable production , dairy cattle. The part of industry in the city volume is 17.8% and in building is 57.3%.
Now people want to live in this district because it has become the most modern, advanced and ecologically clean.
Conclusion
For 35 years , the Industrial district has achieved great results, but this is not the limit. The district continues to grow and develop. There are 9 kindergartens , 5 schools , a sport centre with a swimming pool , 2 medical centres. The centre of cultural and leisure activities will be built in the future in the district up to 2017.
More and more people want to move to live in the Industrial district , because it has a developed infrastructure , modern houses and clean ecology. The population of the Industrial district is going to be increased to 204 thousand people.
I think that our district every year will become better and will always be considered the best district of the city of Barnaul.
