Задание 1.  Read the text and answer the following questions:

The United Kingdom system of Government.

Legislature – Parliament is the legislative organ and is composed of the Monarch, the House of Lords and the House of Commons. The Queen in Parliament represents the supreme authority within the United Kingdom.

Parliament consist of two houses: The House of Lords and the House of Commons. The House of Lords is for the most part a hereditary body with 830 hereditary peers, 26 spiritual peers, about 270 life peers and peeresses. The House of Lords consists of the Lords Temporal and the Lords Spiritual. The Lord Spiritual are the Archbishops of York and Canterbury together with twenty-four senior bishops of the Church of England. The Lords Temporal consist of hereditary peers who have inherited their titles: life peers who are appointed by the Queen on the advice of the Government for various services to the nation and the Lords of Appeal (Law Lords) who become life peers on their judicial appointments. The Lords of Appeal are ultimate court of appeal. This appeal court consists of some nine Law Lords. They are presided by the Lord Chancellor.

The House of Commons is an elected and representative body; there are at present 650 members in the House of Commons. Members are paid a salary and office expenses. The sovereignty of the United Kingdom Parliament is probably the most basic principle of British constitutional law.

The functions of Parliament are: making laws, providing money for the government through taxation; examining government policy, administration and spending; debating political questions.

MPs sit on two sides of the hall, one side for the governing party and the other for the opposition. Each session of the House of Commons lasts for 160-175 days. Parliament has intervals during its work. MPs are paid for their work and have to attend the sittings.

Задание 1.  Read the text and answer the following questions:

The System of Government

The governmental systems in the USA are federal, state, country and local. There are several basic principles which are found at all levels of American government. One of them is the “one person, one vote” principle which says that legislators are elected from geographical districts directly by the voters.

Another principle of American government is that compromise in politics is a matter of necessity, not choice because of the system of checks and balances.

For example, the President cannot declare war without the approval of Congress.

Under the Constitutions of 1787 (and the amendments to it) the government of the USA is divided into three branches: the executive the legislative and the judicial.

The legislative  power belongs to the Congress of the United States consisting of two chambers: the Senate and the House of Representatives.

There are 100 Senators, two from each state. One third of the Senators are elected every two years for six-years terms of office.

A senator must be at least 30 years old, a citizen of the USA for 9 years, and live in the state she or he will represent. There are 435 seats in the House of Representatives depends on the number of people in each particular state. A representative must be at least 25 years old, a citizen for 7 years and live in the state.

The job of the Congress is to make laws. In order to become a law all bills and resolutions must pass both the houses and must be signed by the President. But before each bill is sorted by a committee. There are 16 standing committees in the Senate and 20 in the House of Representative. If the committee passes the bill, it is considered by the House of Representative as a whole. If passed there, it goes to the Senate for a similar sequence of committee bearings and general debate.

Finally, it must be signed by the President, who has the right to veto it. If the President vetoes a bill, it can still become a law – but only if it gets two-thirds majority vote in both houses of Congress. The Congress can also declare war.  The House of Representative can also impeach the President. This means that the House can charge the President with a crime. In this case the Senate will put the President on trail.

The House of Representative controls spending finance, so the President must have its agreement for his proposals and programs. In foreign affairs the President is also limited. Any treaty must first be approved by the Senate. If there is no approval, there is no treaty.
